Commençons par quelques nouvelles positives. Il existe également des points de basculement positifs. Ainsi, une transition rapide vers une électricité propre à l’échelle mondiale peut déclencher une réaction en chaîne de progrès : une électricité solaire et éolienne moins chère rend les véhicules électriques plus rentables et les pompes à chaleur plus respectueuses de l’environnement, tout en améliorant la qualité de l’air.

Le rapport du PNUE intitulé « Hidden assets » montre comment il est possible d’éviter les décès prématurés et les maladies, et d’améliorer les conditions de vie d’un grand nombre de personnes parmi les plus vulnérables à travers le monde, en luttant simultanément contre la crise climatique et la pollution atmosphérique. Et en Suisse, les installations photovoltaïques ont, pour la première fois en juillet, produit plus d’électricité que les centrales à accumulation.

La canicule de ces derniers mois ouvre certes de nouvelles perspectives pour la communication sur le climat. Mais beaucoup de gens, y compris des journalistes, ne parviennent pas (ou ne veulent pas) à établir le lien entre les phénomènes météorologiques extrêmes et la crise climatique.

Pourtant, le mois dernier a été remarquable : il a été à la fois le mois d’août le plus chaud et le mois le plus chaud jamais enregistré. Les températures mondiales ont dépassé de 1,65 degré le niveau préindustriel. Les chiffres récents de l’aide aux victimes des deux Bâle montrent que la chaleur rend les gens plus agressifs et entraîne une augmentation des actes de violence. Et comme la crise climatique est devenue particulièrement visible cet été, les gens se sentent plus seuls.

Face à l’accélération manifeste de la crise climatique, où en sont les mesures politiques visant à renforcer la protection du climat ? Cette semaine, il n’y en a aucune. Certes, le Conseil fédéral a enfin décidé comment il entendait mettre en œuvre le rôle d’exemple de la Confédération exigé par la loi sur la protection du climat (adoptée par le peuple en juin 2023). Mais comme l’ordonnance renonce à fixer des objectifs intermédiaires pour atteindre la neutralité climatique d’ici 2040 et prévoit en outre des dérogations de grande envergure, la protection du climat n’en est pas renforcée.

Après la victoire de l’AfD en Saxe-Anhalt, qui avait annoncé avant les élections un « revirement à 180 degrés en matière de politique énergétique », ce Land allemand risque de faire un pas en arrière dans la transition énergétique.
